Only the best materials are used for these radiators. The fins and water channels consist of high-grade copper (e-Cu). The water chambers consist of a
brass alloy. The layer of the black paint remains very thin, thus optimizing the heat-air transfer.
What does paint on the other shell have to do with heat to air transfer?
Is this simply a marketing gimmick or is there really a tid bit of truth in this?

Because it's like taking a block and coating it in peanut butter. paint will impede thermal transfer. Thinner the better.

I guess what I mean't was would a standard paint scheme result in pretty much the exact same temps as a 1 layed scheme.
It seems their description is a bit of a stretch.

No, actually, they're right.
That much paint would seriously fsck up transfer. Now off the fins, on the frame, go for it.

I think the main point would be the copper tubes instead of brass which is what every other rad maker I know of uses. That's where any real perfromance gain is to be had IMO.
paint thickness does make a difference though, and the TFC 240 I bought does seem to be well applied.

I think the proper way is not to paint the fins, only the visible sides (not the middle). TC kinda already do that with not much paint in th fins area which show lots of copper.
As for the brass vs copper on the tubes, this warrant some testing but I think the difference is minimal if we know what copper percentage is included in brass.

Hard to say really. I know the TFC 240 I had out performed the TC 120.2 by a tad, but I did think it might have come from the copper tubes at the time, or better flow thru the tubes due to the sealed end tanks.
Still love my TC rads though.

Exactly. I GUARANTEE you the materials that go into their rads are the SAME that go into Swiftech rads.
As far as the painting goes, just don't paint the fins. Painting the outer shell is fine, just don't go overboard.
