Recommendations for affordable HD cam?

I'm looking to improve the quality of my videos. I have pretty good lighting and everything but my current cam is just rubbish.

Can anyone recommend me a good HD cam that doesn't cost a fortune?

Also, what kind of specs should I look for when buying a camera?
