I'm looking around for a budget of around 300-400 bucks and preferably a subaru

The TT-01E is a budget level Tamiya car. It's not going to be fast, which means it's pretty rugged in stock form.
If you try to make it fast, it's going to break a lot of parts, so unless you have a hobby shop that supports Tamiya heavily, it's not my first choice of brands. Just starting out, a local hobby shop is going to be a big bonus, and if you have one, go with a brand they support. Nothing sucks worse than breaking a part you don't have, the hobby shop doesn't have, and having to order parts online that take several days to reach you.
If you don't have a hobby shop close by, then you really need to make sure you're prepared for what you're getting into and try to order spare parts ahead of time so your fun time doesn't run short waiting on a delivery.
All that said, Tamiya has some of the best, most detailed bodies in the business, but they're also not the only ones making bodies.
Compared to the cost of a chassis, bodies are cheap. If you want a Subaru body, I would suggest buying a car that you can readily get parts for, and buy a Subaru body you like separately.

I have a Tamiya Rough Rider buggy but I cant find parts for it ANYWHERE!
Of course it doesnt help that its a fairly old model too :)

if you want a nice TC car then add a subaru shell (either HPI or tamiya), you could go for a Team associated TC4 RTR
it's easily upgraded to brushless and will really work well with it
