if you had the choice between these 2 memory kits:
mushkin REDlines 1600mhz 6-8-6-24-1T
or
Corsair dominator v3.3 1600mhz 8-8-8-24-1T
now first thought says muskin due to the timings but it is said that dominaotrs OC like balls I thought I had a kit but it was DDR2
what is the best option with the consideration that both kits cost $100 shipped

I would get the mushkin, under the impression that with slacker timing they would go faster. Other than that I don't fucking know.
It took me a month to decide on the ram price/speed/timing I wanted to upgrade to. I ended up with some G.skill eco's 1600mhz 7's @ 1.35v ($104 at the egg).

The regular doms aren't worth shit as far as overclocking is concerned. Go with the Mushkins for sure

Either I can't overclock ram for shit, or the redlines weren't anything special. I had a pair and sold them along with a P55 rig that I was putting together. I did try to do some benching with the redlines as well as 2000mhz Hyper X I had. Couldn't really get good clocks or good timings out of them.

yeah i hear the dominator 3.XX's are micront KPT based which are good chips but not great i want some great ram

Out of the 2 kits you posted I'd lean towards the Redlines

Just out of curiosity....whats the good DDR3 chip out there now?
I mean with DDR2, Micron D9 was the shit with OCing, but what is it now with DDR3 and who uses them?

Micron D9 still and Elpida Hypers are the best bang for teh buck

It depends on what you are wanting to do with the ram. Some ram works best at advertised settings but are totally crap at benching. Others work best at high volts and lots of cooling. That tends to kill them over time (week or so) of benching but you get the one run that you want for the benchmark. Muskin are good, but we do not get much of them here in the UK, in Germany I had plenty to play with. Top ram is going to cost you. And cost you a lot.

Hyper Elpidas are the shit. These new PSC ICs are also proving to clock quite well

D9 KPT's (the new D9 LV chips) are ok but not microns best work good for 2000mhz at absolute maximum. elpidia BBSE and hypers are wgere its at, PSC to are decent.
