I have been noticing that after my rig shuts off for a minute the PSU starts doing some constant squealing and then eventually goes away.
Is that normal?

You sure are having a lot of problems with this off-the-shelf rig.
The squealing is probably related to the PSU fan. I imagine the PSU has a soft-off for the fan that keeps it running for half a minute after the PC is shut down, and it's getting dirty voltage. I wouldn't worry about it.

isnt there some kind of capacitor squeel? maybe on cool down?

yip for what you expline sound fan bearing failure replace fan or lube it

If it was a capacitor whine then I would be hearing it when the rig is on
